is it true that with voip, i can use my pc to call other people? how do i do that? ive asked some of my friends and they told me that even my telephone line can be converted into a voip phone.. how do i do this? i want my calls to be cheaper. :)

Skype - a service with offers free PC to PC communications, and a subscription allows you to make PC to Telephone calls.
Vonage - a VOIP service for your telephone system already installed in your home... completely separate service, similar payment scheme as any other telephone provider - may be a bit cheaper.
You can spend the big bucks, and get Wireless Skype-enabled routers and wifi phones... but those are pretty spendy... and you still have to pay for Skype.
That's my understanding of the situation.

aren't there any websites that offers free services? because skype's a little too hard on my RAM. I've got a slow computer, see. and when i run skype, I cant open any web browsers because it would take forever! im using dial up too, btw. getting services from vonage is too expensive. so there's really no way that i can make a free call?? :)

Well not with 56k, I can guarantee that! Though, it makes absolutely no sense in your case, because you want a cheaper phone bill through internet VOIP communications, but your internet is provided on a phone line.
It is a system with a flawed premise, if I say so myself.

that's why im asking. :P because if there is a such thing, my measly 56K connection would be even cheaper (and put to a good use too) because i dont have to use my phone to call my relatives in nebraska! im a cheapskate, i know :D

i saw this website while surfing the net. i thought you might want to try it out since you're on dial up. it's voip.com. wish it helped. :)

Well, instead of using Skype. Try another kind of VOIP service, which is almost as good as that of Skype.

voipcheap.co.uk
Some of the rates are cheaper than Skype, yet offering equally (or almost as good) service as Skype's.

i saw this website while surfing the net. i thought you might want to try it out since you're on dial up. it's voip.com. wish it helped. :)
here's how i did it: click the "make a call" button (the one that sez beta on it) after clicking that, just put your number and the number that you'll be calling then, click the "make this call" button! and presto! you can call free of charge!

It did not mention anywhere that's free. In fact there is a $0.02 per minute charge for US calls

yup! :) try calling your friends, folks, relatives. just about anyone who you feel like talking to since it's free. :D
