In most places, a phone jammer is considered illegal. Well, unless you're Ethan Hunt then that could be an exception.

In the USA any device that prevents a service from operating is illegal. This covers phone jammers, GPS jammers, satellite jammers, etc. They claim this is for security purposes since these devices could conceivably block emergency services communication or disrupt aviation systems.
